1. Preconventional
   - punishment
   - hedonism (get things that we like)
2. Conventional
   - nice boy/nice girl
   - law and order
3. Postconventional: process of internalization is complete
   - social contract (occurs quite rarely)
   - universal ethical (occurs practically never)
